…to be granted 50-year lease at $250,000 per annumThe Guyana Lands and Surveys Commission (GLSC) is only now drawing up a lease agreement for the Sun and Sand Hotel and Casino Project, some five months after the extravagant sod-turning ceremony.That agreement, when finalized, would grant the company a 50-year lease for a 10.5 acres plot of land at a cost of $250, 000 a year, Lands Commissioner Doorga Persaud has told Kaieteur News.The company had pledged to commence work in August, but to date, all that is on the Liliendaal, East Coast Demerara site, is a parked excavator and loader.The hotel developers have sought to blame the Lands and Surveys Commission for the delay in construction, but Persaud said the GLSC had to ensure due process was followed.Bhushan Chandna, Director of Sun and Sand, told Kaieteur News that the project was delayed because the company has not been granted the amount of land it wanted.“We have to give (our designers) new plans. They will have to correct. I have to change my whole layout,” he said in an interview with Kaieteur News at a Georgetown café where he was contacted after missing prior commitments for an interview.The company was promised some 12.5 acres of land in an agreement with the Guyana Office for Investment. But that agreement was inked before the actual survey was done.The Lands and Surveys Commission found that the amount of land promised to the company could not be granted, because the land promised includes space for a reserve and a trench. As such, the lease that is being finalized has been reduced to 10.5 acres.The Commission, only last Thursday, approved the company’s lease application, Land Administration Manager Michael Hutson stated.“What do you think? We were sleeping?” asked Chetan Lavania, Director of Sun and Sand asked Kaieteur News when he was asked about the delay in the project. Lavania has studied geology.In fact, Hutson said that company only submitted its official application three months ago.Further, he said that along with the application for lease, the company needed a cadastral survey and it was told that it could hire private surveyors or use the Commission’s surveyors. The company chose to use the commission’s surveyors.That survey has now been completed and will define the exact boundaries within which the company would operate. Hutson said that while the 50-year lease is being prepared, the company will have an option to buy the land once it meets its investment proposal. He said the lease amount of $250,000 is subject to review as the years go by.Mr Persaud said that in order to approve the application, the Land and Surveys Commission needed other approvals. He said a No-Objection was received from the Environmental Protection Agency to proceed with processing of the application.The hotel developers have hired Environmental Management Consultants under Shyam Nokta to carry out an Environmental and Social Impact Assessment.“It’s a huge project,China Jerseys Wholesale, it is not a one day job; and it’s a five star hotel and casino,” added Chandna.The company had planned a 290,000 square foot hotel with 163 rooms, a casino, restaurants, commercial block and Club House.
