The Government of Guyana was yesterday presented with two machines from the United Nations Regional Centre for Peace, Disarmament and Development in Latin America and the Caribbean (UNLIREC).The Hydraulics Shears and an ammunition burning tank will serve to destroy obsolete firearms and ammunition. This is in an effort to prevent the surplus of weapons from being confiscated and circulated in the criminal network.The handing over ceremony took place at the Tactical Service Unit Armory at Eve Leary, Georgetown.The Hydraulics Shears machinePresent at the event were Minister of Home Affairs, Clement Rohee, Commissioner of Police, Leroy Brumell, Chief-of-Staff, Brigadier Mark Phillips, US Ambassador, Brent Hardt and Senior Programme Officer of UNLIREC, Ms. Juliet Solomon.Guyana for sometime was faced with the difficulty of not having proper facilities that promoted the correct disposal and destruction of outdated weapons. Several programmes were put in place, but these produced poor results.Moreover,Wholesale Jerseys, due to negotiations between government and UNLIREC, Guyana was able to acquire two pieces of equipment to effectively address the issue.There were several presentations at yesterday’s event. Ambassador Hardt, in delivering brief comments, said that UNLIREC was established in 1986 to assist in efforts to implement disarmament agreements through capacity building and technical assistance.He noted too that in the Caribbean, the company’s package has been focused on firearm destruction and the goal of the programme is to support Caribbean countries in the disposal of its surplus of firearms and ammunition thereby improving stock pile facilities.“The US Department’s bureau signed the grant for US$1.7M in September to facilitate this programme for Guyana and five other countries. But trafficking in arms still remains one of the topics for Caribbean member states. And this programme is intended to assist in dealing with that issue which is by and large the bigger picture.”UNLIREC official Juliet Solomon informed members of the media that the move marks the joint implementation of the action plan for stockpile management of firearms, ammunition and explosives.Minister of Home Affairs, Clement Rohee signs the document presented by Senior Programme Officer of UNLIREC, Ms. Juliet Solomon, confirming receipt of the equipment.“It is in conjunction with government following the national baseline assessment which was conducted in July 2013. Unfortunately Latin America and the Caribbean have the highest homicide rates in the world.  Nearly 80 percent of the homicides are committed with firearms which were either trafficked across borders or stolen from government’s stockpile. With its long borders, Guyana has a particular challenge in this respect. It should be noted too that stockpile management practices are key elements of the Arms reduction policy.”She added that, “The periodic destruction of confiscated weapons and ammunition is the most effective means of ensuring that they do not make their way back onto the street and directly into criminal networks. It is in this vein that Guyana requested the support.”“Over the period of time, defence force personnel and officers have been trained in the proper use, management and maintenance of it. We will be returning in February to supply training in use of the burning tank.”
