By a vote of 7 2 at Monday evening of regular public monthly conference, council has agreed to amend the city's zoning and development bylaw by adding the definition for 'medical weed production facility'.
Couns. Mitchell Tweel and Danny Redmond were the two naysayers.
Council is also confining where such a facility is often built. Those areas are the West Royalty Industrial Park, some light industrial parts located north of the city's bypass highway and the biography commons park, although the city could have to amend its growth agreement with the latter it is usually ahead.
The city's hand has essentially been compelled. Under new federal laws, large indoor marijuana plantations certified by the RCMP and wellness inspectors, will be allowed to develop, package and distribute a selection of standardized weed, all of it marketed for whatever price the industry will bear.
Coun. Rob Lantz, chairman of planning, said experienced council not Includes voted in favour of the resolution such a generation facility would have been allowed, by federal law, to build just about anywhere.
"These are legal, federally controlled facilities. We cannot prohibit all of them so what council did at some point was restrict them to quite a few very small areas of the city,'' Lantz said. "A vote against this resolution is basically a vote for the status quo which would be to keep these unregulated which implies they could be built essentially just about anywhere so council did the particular responsible thing, thankfully.''
Tweel claimed no one at a recent general public meeting on the issue chatted in favour of a medical marijuana capability.
"Three speakers got up to the foundation and not one spoke inside favour so the question is the key reason why the urgency? Why the rush?'' Tweel said. Medical Society? Are we heard from the RCMP? Have we have been told by the Charlottetown police department? I've not heard anyone speak throughout favour.''
Tweel dismisses federal legislation talk, pointing to government's moves to eliminate door to door postal delivery, cutting Veterans Affairs Canada jobs and closing area offices as proof it does not always make good conclusions.
Lantz said there is nothing the city are capable of doing to block them.
"I am cautioned that we cannot legally stop a legal facility of any kind, only we can prohibit dry products from being in the city. We have now the ability and probably the obligation, I might say, to regulate where they may go.''
Lantz anticipates there is a construtor that will be coming to the city with an application Henry Shires Tarptent  22 to build one.
"There will be somebody coming to us with the application. We will see it as well as we'll have to deal with it. even without what we did here today we would have no control over wherever it would go.''
Lantz said the situation was about zoning and not about deliberating the merits of weed use.
"I think some people had taken advantage of the subject matter of what happens at these facilities along with tried to turn it into a little something it's not.''
Lantz said other towns around the region are doing the same principle Charlottetown did and regulating where they can go. There's merely a handful operating right now within Canada but that is going to adjust.
"I prefer this approach . . . and I think police would tell you the same thing. The merchandise from these facilities is more very likely to get in the hands and stay in the hands of the people who legitimately need it.
"I imagine there have been concerns in the past, and i have heard this rationale with the federal government's decision to travel this way . . . the licensing system they used before if you are, allowing them to grow it in their own households, some of this stuff was obtaining its way onto the blackmarket so if the proliferation associated with marijuana is a concern then I feel that the federal government is probably doing the right thing by consolidating the production and distribution into these larger amenities that are really tightly managed.''
The issue needs final acceptance from the province, a process prone to take two to four weeks. no person starts on pot you jackasses alcohol kills more people to result in more problems then just about all illegal drugs combined taking out opiates. When will our islanders learn. At least this is a step in the right direction.
A good friend obtained AIDS.
He lived around another province.
He had ended up prescribed medicinal marijuana for discomfort and nausea but he / she claims it was so fragile and ineffective that it would no good.
If they choose to generate comes Performance 893 it for serious health conditions such as he had then they should make it stronger and effective.
For very seriously serious diseases I think it needs to be perhaps prescribed but manage to be strong enough to meet the need of that particular patient.
The debate is otherwise engaged on prescribing for absurd maladies.
That will be the benefit of the brand new system, there will be access to more potent strains of weed. right this moment, the government only distributes 1 strain. But with all these brand-new production facilities, users will have a selection and will be able to see what strain manyhowever somebut a majority ofhowever works best for their ailments.
The undoing, the price will go from $5/gram should your supplied by the government, to an calculated begining price of $7.60/gram from the completely new producers.
In all, i think it's a great step forward. For a lot of folks, myself included, it makes a major difference in the day by reducing suffering. Those against it, is not going to complain if they're ever in a situation and have to deal with chronic discomfort on a daily basis.
